Stars Robert Blake as an Arizona cop. The movie was directed by James William Guercio, who managed Chicago (the group). In fact, various members of the group Chicago have roles in the movie. But I wouldn't say this film feature a "famous rock star".
The police characters have names, but most of the other characters are unnamed.
The film takes place in Arizona, but it was actually shot in Utah.
Anyway, could this be the one you're talking about?
