It was like the movie the 1985 movie The New Kids with Lori Loughlin. About a brother an sister having trouble in a new town

The only description that I can come up with for "The New Kids" is .. brutually frustrating. It is an excellent movie, but hard for me to watch very often because of the subject matter.
