I know it was a movie on sci fi and I am unsure of the date I wanna say it was in the 80's but you never know.
All I remember of the movie was something happened to earth and it was taken over by humuns that were not human and inside this city there are normal humans but one that was a half breed, but in order to populate again they were implanted this gem on thier chest and it changes color so that those are the only people that they can have relationships with. I know that two of the actresses played sisters that like the same man but in the end her gem didnt match her sisters or the mans... please if anyone knows

The one you're looking for is ISLAND CITY, from 1994. It was a TV movie and pilot for a planned series that never got made.
Synopsis: Technology has developed a life-extension drug, but experimentations have turned about 95% of the populace into "cavemen"-like mutants. The rest of society has isolated itself in the desert under a shield (to protect it from electrical storms, and, I assume, the mutants). Each person there has to wear a surgically implanted "jewel" in their chest. Because the life-expanding drug has messed up everyone's DNA, people can only mate with those who have the same color jewels. Anyone with a black jewel is forbidden to mate--only one shows up in this pilot, who, apparently, is part mutant.
