Not sure exactly when this was made, but there is a witch putting spells on pumpkins and they come out on Halloween and attack anything that is green. The main character, a young boy, just happens to go trick or treating as Gumby. I think I remember his older sister figures it all out and goes looking for him. Please help! This has been driving me nuts for years!!!!

I believe the movie you are looking for is called Troll 2. Don't be thrown off by the name because the movie really has nothing to do with trolls.
