A boy who moves into this apartment finds out that down in the basement lurks the devil/werewolves who are holding this dream girl. It's not Spellbinder, or Cellar Dweller. It came out in 1988. It's also not the Unholy. This is all I can remember, as I was very young. It was played on Cinemax.

Just to be sure, you're not thinking of Troll or Critters 3 are you? both involve moving into a new building and something evil in the basement.

Hmm, it's not Troll, or Troll 2, or any of the Critters movies, I saw this movie too, and now I'm wracking my brain to remember it's name , I'll see what I can come up with.
