The first movie was about a guy that lives at the beach and he makes a deal with the devil to be better looking like the other guys so he can get girls.

The other was a TV series I think, it was about a guy that I think was a cop. He could change into animals to fight the bad guys.

The TV show was called Manimal and it only ran for 2 months back in 1983.

The name of the movie that you are looking for is HUNK, a movie from 1987. The plot is exactly what you said, in a nutshell. I remember the part when he is a nerd and tries to Stone wash his own jeans.

This movie rots.
