Okay here it is, I remember some of the plot but I just can't seem to remember the name of the film or who was in it. So if you know post the title. This was as far as I know a children's film.
PLOT: There is this boy who goes into this like freaky house, he get's so scared that he loses all of his hair. He is given this like green paste stuff to put on his head and his hair starts to grow back, but doesn't stop growing. A villian uses the boy's ever growing hair to make paintbrushes...and that's all I remember.????
