This movie is produced by Cannon

It appears to have been filmed in the late seventies or early eighties.

It starts in a dark antique filled cellar, or what appears to be. Two men at a desk examine an artifact under magnifing glass, of a small black sculputer of the bust of a woman with engravings down the front of her chest and neck.
