Female character is introduced with black hair that she proceeds to bleach and make spiky. She either skips school or maybe it's the end of school and she ends up going to an amusement park where she meets a guy and she's willing to get it on with him but he kinda chickens out. I believe they each had a friend that tagged along with them and they all have an adventure at the amusement park.

Aww Muffy.. I wanted to be the first one to answer this question.. do you mind deleting your posting? ha
The phrase "80's guilty pleasure" comes to mind for me with regard to "Breaking All the Rules".
The beginning is awesome with the tune "Mannish Boy" and kind of a "Risky Business" tribute.. but here's a quick tidbit that let's you know the budget of this flick:
Joel from "Risky Business" had RayBans and a Porsche, while Jack from "Breaking All The Rules" had unbranded shades and a street sweeper..
Of course, all I truly remember is the:
... I ♥ U ...
that Debbie flashed on the screen at one point.
Was Debbie just awkwardly cool or what?
Part of the attraction of the movie for me is the fact that I lived near an amusement park as kid. It was so much fun and this movie reminds me of those times.
"Someday, I'd like to start one of those 6.2 relationships that we're suppose to have.. wouldn't you?"
In retrospect, I think "Breaking All the Rules" is better than my original assessment that I held for years until watching it again recently.. I will say that the subplot of the bumbling thieves and the hidden diamond in the mouse only qualify as 'marginally good'.. the rest of the movie is actually a blast.
