One clear candidate for me would be Captain Scroeder; as he makes clear throughout the picture, he's worried for the safety of his family, and by presumed extension everyone else he knows, under the assumption Johnny 5 actually is a lethal threat, which he would have no way of knowing otherwise without trying to learn more (which to his discredit he does not of course), hinting also that maybe he and Crosby aren't really as far apart psychologically as they might think. While his methods to capture and destroy the runaway robot get increasingly extreme until he finally appears at first to technically commit murder, we can at least understand why he does so, out of a misguided belief it's for the betterment of humanity.
