I have only vague recollections of moments from this film. I saw it when I was very young in the 80's.
It was set in the future, a bunch of people lived out in the wilderness in poverty, in small camps. I remember a pet owl was with them watching from the trees.
There was also some evil guy's base which was a futuristic compound inside a large dam. I remember there was a torture chair which stripped/dissolved the flesh from people's arms.
The film ended with the destruction of the dam when the good guys infiltrated it and blew it up or something.
That's all I can ever remember! Vague, I know, but it's bugged me for year and I would really appreciate knowing what it was!
